Joseph Otis Minott, Esq.

Joseph Otis Minott, Esq., Executive Director, supervises and provides legal advice for all Clean Air Council projects. With over fifteen years of community organizing experience, Mr. Minott has received statewide recognition for his work on transportation and urban air pollution issues. He serves on Pennsylvania's Air Quality Technical Advisory Committee (AQTAC) and on the City of Philadelphia's Air Pollution Control Board (APCB). A recognized authority on the Clean Air Act, Mr. Minott has been a part-time professor of environmental issues and law at Temple and Drexel Universities as well as the University of Pennsylvania, where he currently teaches the courses "Public Issues, Private Rights" and "Environmental Violence" in the Earth and Environmental Science Department. He also serves as a Master in the Delaware Valley Environmental Inn of Court. Mr. Minott holds an M.A. in political science from the University of Pennsylvania and a J.D. from the Villanova University School of Law.
